Currently County Secretary & Head of Public Service, County Government of Kakamega. Previously Chief Administrative Secretary in the Ministry of Agriculture and County Executive Committee Member for Public Service.

A seasoned professional with over 30 years of experience in the corporate space, including 13 years in progressive Human Resource Management and advisory, public administration, leadership and board governance. She served as the Pioneer Chairperson of the County Public Service Board, Vihiga County, providing strategic leadership in public service management.

At ProAxis, Carolyne provides strategic advisory in governance, recruitment and selection, board leadership development, training and capacity building, and conflict management and resolution through ADR. She is an active Court Annexed Mediator with the Kenyan Judiciary and a part-time Lecturer at the College of Human Resource Management, where she facilitates the CHRP certification programme.
